IB® Programme Evaluation: a strategic guide for school leaders and teachers

IB® World Schools periodically face the same challenge: demonstrating that their practice genuinely reflects the standards they committed to at authorisation. The IB® Programme Evaluation is not a bureaucratic hurdle; rather, it is the moment where strategy, leadership, and daily practice are put to the test.

Far from being a top-down inspection, the evaluation is both an IB® requirement and a service: a structured, reflective process designed to help schools identify what is working well and where further development is needed. The outcome is not just a report, but a strategic framework for continuous improvement.

How the IB® Programme Evaluation works: the key phases

Stage 1 — Preliminary Review

Schools submit core documentation, including strategic planning evidence, leadership structures, policies, curriculum documentation, budget planning, and programme-specific materials.

Depending on the programme, this may include:

  • PYP unit plans and Exhibition evidence
  • MYP subject-group overviews and interdisciplinary learning evidence
  • DP curriculum, assessment, and professional development documentation

Stage 2 — Self-Study Process

The school conducts a structured self-study against the IB® Standards and Practices, reflecting on current implementation across the four framework categories: Purpose, Environment, Culture, and Learning.

Alongside this process, the school develops and documents its Programme Development Plan (PDP), identifying strategic priorities and evidence of planning, implementation, reflection, and growth.

This phase requires honest reflection, collaboration, and alignment across leadership and teaching teams.

Stage 3 — Evaluation Visit

The IB evaluation team meets with the governing body, head of school, programme coordinators, teachers, students and parents. Lessons may be observed. The expectation is not perfection, but authenticity: schools are expected to present themselves as they genuinely operate on a daily basis.

Stage 4 — Conclusion Report

The IB® issues a formal report with findings and recommendations that inform the school’s development priorities for the following five years.

Goal: To verify that the school continues to meet IB Standards and Practices, and to identify priorities for the next development cycle.

 

Common pitfalls schools face when preparing for the IB® Programme Evaluation

  • Treating Programme Evaluation as a last-minute compliance exercise
  • Focusing on documentation more than authentic classroom practice
  • Delegating the process only to coordinators instead of involving the whole staff
  • Presenting “ideal” practices rather than the school’s real daily reality
  • Underestimating the time needed for reflection, collaboration, and evidence collection
  • Failing to align strategic planning with the IB® Standards and Practices
  • Viewing recommendations as criticism rather than opportunities for growth

Preparing for the IB® Programme Evaluation: a realistic timeline

Many schools approach Programme Evaluation with unnecessary anxiety. With a realistic strategic plan, however, the process becomes an opportunity to showcase the school’s growth, coherence, and long-term vision.

Although timelines may vary, I generally recommend beginning preparation at least 18 months in advance. A realistic timeline looks like this:

  • 18+ months before: Begin self-study committees and questionnaire work
  • 12 months before: Complete self-study questionnaire submission; finalise PDP focus and begin implementation
  • 4 months before: Submit Preliminary Review documents on IB Concierge
  • 6 weeks before: Send any revised or additional documents
  • Visit days: Typically includes observations and meetings
